
Captain J. Evans began his professional career by enlisting into the United States Marine Corps. During that time Captain Evans was promoted to the rank of Sergeant and deployed to Iraq and Northeast Africa in support of Operation Iraqi Freedom and Operation Enduring Freedom. Captain Evans received numerous awards and citations from the Marine Corps and was honorably discharged after completion of his enlistment. Captain Evans began his policing career by attending the Alvin Community College Police Academy in 2009.
After completing the Police Academy, Captain Evans served the City of Pearland as a Patrol Officer, School Resource Officer, Community Outreach Liaison and Patrol Sergeant. Captain Evans maintains a Texas Master Peace Officer License and is certified as a Hostage Negotiator, S.W.A.T. Operator, Mental Health Peace Officer, Field Training Officer and TCOLE Instructor. After leaving the City of Pearland in 2019, Captain Evans worked at NASA Johnson Space Center. During that time, Captain Evans was a member of the full time NASA SWAT team. Captain Evans also served as a Criminal Investigator and member of the NASA Special Operations Unit. Captain Evans was sworn in by Chief Smith in September of 2021 and currently oversees the daily operations of the Hitchcock Police Department.
Captain Evans obtained his bachelor’s degree from the University of Houston in History and is working toward obtaining his master’s degrees from American Military University in Public Administration. Captain Evans has completed the FBI LEEDA Leadership Trilogy program and is the 24th graduate of the Texas Police Chiefs Association, Law Enforcement Command Officer Program (LECOP). Captain Evans is currently enrolled in the Bill Blackwood LEMIT, Leadership Command College and looks forward to continuing his leadership training by attending the FBI National Academy.
In his free time Captain, Evans enjoys spending time with his wife and three children camping at the beach.
